JPEG does not carry that RIFF arrangement. A common interchange form is JFIF, whose specification defines how JPEG image data is wrapped and how component sampling is described. JPEG encoders normally convert color into luma and chroma components, then may sample chroma less densely than luma because people are more sensitive to brightness detail. They apply a block-based transform and quantization, which discards detail according to the chosen quality.
